[NJARC] Broadcast band tracking on Emerson model CY288

I'm working on an Emerson CY288 with Ingraham cabinet
and there is something funny with the tracking. The stations
on the high end of the dial seem ok but when I get to the
low end the lowest frequency station I get is 770 (WABC) and it
appears at around 570. I recapped and it made no difference.
I looked up this model number in Sams index and it was not
listed. The model is stamped on the chassis and is quite clear.
It looks like 30's vintage with a disguised dropping resistor in a
metal tube envelope and only one IF can. Any help is appreciated.
