Testing transmitting tubes in a tube tester can be problematic. sure, a 
really bad tube will read as such, but  it is hard to get a handle on good tubes 
even in a mutual conductance tester. Chinese tubes have a reputation for 
inconsistant quality control. I would suspect that these tubes are "ok" but the only 
real test is to put them in a transmitter and load it into  a dummy load or 
antenna at the frequency you will use it on. if you have a wattmeter for the 
radio all the better.
