Hi,

  There are various classes of "sound rated" balasts. Though, usually if a 
balast is interfering with AM radio, the balast is nearing the end of its life, 
or has loose windings. The other possible cause, is that the balast case and 
fixture are not properly grounded,grounding the balast and fixture usually 
reduces interference. If grounding does not eliminate the noise, The best 
solution, is to replace the balast. Moreover there are new type T-8 electronic 
balasts, which use much less electricity than magnetic type balasts,and with their 
respective T-8 lamps yeild much more light. I have been using them for a while 
now, and am very impressed with them.
