Hello All,
Thanks to Ms. Loretta Charbonneau of Congressman Chris Smith's
office electric power is restored at Camp Evans. Ms. Charbonneau's
calls to Fort Monmouth BRAC and JCP&L made things happen.
This is the third time that Ms. Charbonneau and the Congressman have
helped our effort to give Camp Evans a new reuse:
1) Getting our Nomination to list the Camp Evans Historic District on
the National Register of Historic Places processed by the Army Federal
Preservation office. At the request of BRAC the Army preservation
office took no action on the nomination for 18 months. We filed formal
protests to the Keeper of the National Register, etc. etc. When the
nomination or parts of it would got 'lost' we replaced it a number of
times. The stall ended when the Congressman's office called. This was
a key step in our efforts. Without listing on the Register we could not
apply to the Historic Surplus Property Program for use of the property.
Camp Evans was listed on the Register and our application for surplus
property was approved.
2) As you know without Sewers there would be no future for Camp Evans.
The BRAC office at the Pentagon level refused to restore or repair this
vital utility. We would quote chapter and verse of the BRAC regulations
and national laws we felt applied and nothing changed. The
recommendations of the NJ State Office of Historic Preservation were
taken under advisement and ignored. The influence of the Congressman
convinced the DOD BRAC staff to visit Camp Evans to consider our plea.
The result was a written agreement to restore most of the sewer service
within the Historic District.
3) Electric substation replacement. Planned in 2001-2002 for
implementation in March of 2003 this project was to take two weeks.
March turned into April, then May.... finally in October without warning
the power was turned off. Two weeks turned into November, then December
and now January. We faced more burst pipes and water damage. Again,
Ms. Charbonneau made things happen.
As a organization of volunteers trying to save history, honor Signal
Corps veterans and help education in our community we should expect the
normal issues of raising money and increasing membership. President
Bush urges citizens to volunteer, we have, we are and we hope to
continue. There is something wrong when our mission threatening
challenge is the BRAC bureaucracy.
Thanks to Ms. Charbonneau and Congressman Smith we can continue our
mission.
