Steve,

You didn't mention if the radio had been aligned.  If someone has been
twiddling all of those little screws and transformer cores without
knowing how to do it then the result would be (1) low audio  and  (2)
low rf gain.   After the voltage checks have a look at alignment.   If
the problem is not disclosed with voltage checks and is present on all
bands then IF alignment is a likely culprit.

Do you have a manual?
