[NCham] Elkin Hamfest Cancelled / Frostfest Feb 22

I just received word that the Elkin Hamfest has been cancelled.  Attendend 
had been dropping.  Last year was the end after 25 years.

The Richmond Frostfest will be on Feb 22, the date Elkin would have used in 
2004.
