[NCARC] Got my websdr server working in Longmont

I've set up an initial websdr server in South Longmont on 2m using my "ed
Fong" antenna that I mounted on my roof last Saturday (approx 30') and an
RTL-SDR usb dongle. It's not too exciting currently, but if people want to
listen in and play with it, it's at http://badcheese.com:10000/

If you want to test how strong your signal is from where you are, just pick
an unused 2m frequency and broadcast something. If I can receive it in
South Longmont with my cheap-o antenna, you should see it on the waterfall
display.

I just got it working last night, so let me know if you discover any
problems with it so I can fix them asap.
