[NCARC] Can't get into 115 or 275

One thing to keep in mind.....   my FT-7900 does not have separate RX and
TX encode/decode under "standard split" conditions.   I had to program the
radio as if it had and ODD split between RX and TX.   This work around
allowed me to program TX and RX tones separately.    I did have to program
the TX frequency too. (144.515MHz)

Yes I know this is a pain but it sure has been nice to NOT hear dragging
pipes.
