Actually all of the Colorado Connection machines have a PL of 123 on them.

There is the Colorado connection link at 145.31-, doesn't look like a PL
tone is required.
The connection links a number of repeaters and gets pretty good coverage on
I-70. Not sure how far east it reaches, but this would be to put in your
friends radio memories. They can ask for other freqs as they get closer as
this is usually pretty active.

Clarification:
The friend is going into Denver on I70, so is interested in which repeaters
are working best.
I have a reply with this info:
+ Most active is: 447.275 100hz pl
+ Most "prominent" (paraphrase) is 145.145. Sender didn't know the
tone freq.
