[NCARC] Budgets and money

Hi People,

The NCARC is financially solvent, this means there is money to handle 
unexpected expenses.  A budget for something like the HAM FEST comity is 
how much they can spend without much consideration but if they need more 
money they have to document the why to get more money.  Now if records 
are kept for 5 years and the comity has gone over budget the majority of 
those years then change the budget and you will have a definite idea of 
what to change the budget to which will be an average of the overage. In 
other words don't change a budget on a sample of one.
