[NCARC] Skywarn Net Control Operators Still Needed.

We have almost all of the Skywarn Net Control schedule filled out.

We need primary net control operators for Sundays and Tuesdays.  We need 
secondary net control operators for  Mondays and Fridays.   We also need 
those can be backup operators as well.  Remember from the training there 
are several of us that will help out those who are first time operators.
