[NCARC] Fwd: Refeather repeater on the air

I appreciated both the original post and the response. When reading the 
original post I was fairly sure this wasn't an NCARC repeater because we 
probably would have heard about it in a meeting; however, when the mail 
is coming from the technical chair and the word "we" is used there was 
at least some room for ambiguity.

Thanks for the info and effort involved, regardless of whose repeater it is.
