[NCARC] [Board] ham classes

[Paul Hummer]

I'd be interested in attending. I've been trying to take the test for
almost two years, and each time I either go on a wild goose chase trying to
find a testing event (local websites are grossly out of date), or there
have been odd scheduling conflicts.
