[NCARC] Engineer or architect for for tower building permit

I'd like to install a 40' Rohn 25 guyed tower in my back yard. I can satisfy the setbacks, and I have room for the guys. The City of Fort Collins requires a building permit as well as a set of stamped drawings by a CO. licensed engineer or architect. 
Can anybody recommend an engineer or architect who will do those drawings for a reasonable fee? 
How much can I expect to have to spend for the drawings? 
It seems to me they only have to duplicate the drawings and specs that Rohn has already done and put their stamp on it! 
The ARRL only lists one volunteer engineer in Colorado, but he's in the southwest corner of the state.
