Hi, Glen. Good question. The original language in the bill used the term "mobile communication device," but the bill now refers to "WIRELESS TELEPHONE" device.

This is from the http://www.bikefortcollins.org/ website:

"As the first step to become law, this bill will be reviewed in the House Transportation and Energy Committee on Feb 3rd. "

  Is anybody watching on the legislative front to make sure the Colorado
  house and Colorado senate specifically exempt two-way / ham radios from any
  potential cell-phone hands-free while driving legislation that may be
  pending in our legislature? I'd hate to see one of our favorite rush-hour
  drive-time hobbys accidentally get caught up and banned by an overzealous
  state legislature.

  (I think they're in session but can never remember exactly when Colorado
  does it's legislative business.)
