[NCARC] BEC rptr is up and running, enjoy!

Hello NCARC,

It's 1PM Wednesday and the BEC rptr is up and running.

>From inside my shop at Trilby and Shields in SW FC and using a 300 mw output
tiny Standard C508 HT with 4" (loaded 1/4 wave) antenna, I have no trouble
getting into the BEC rptr.
Listening on a scanner, I can hear myself with good quieting (small amounts
of noise varies with my exact location).
I would suspect this would be the absolute worst possible power and antenna
from my location. A real 1-5 watts would make for a full quieting signal
into the rptr.
