[NCARC] Intereted in ham radio tower friendly HOAs or counties in N. Colorado

Hi folks-

Can anyone give Lars some guidance about which locations in N. Colorado are
more "ham antenna friendly" than other?  See his email below. Please respond
to Lars and cc this distribution list because I think the info will be of

Steve,
I got your name and email address from the NCARC website and figured you
might be able to give me some guidance. We might be relocated to Northern
Colorado. 
Which county up there has got the most liberal antenna support structure
policies?
Which city/township is a good one for ham radio towers as far as you know.
Which county is a bad one
 
We lived in Weld County CO for a few years a decade ago and I had no problem
getting a permit at that time. But things may have changed. There were no
restrictions whatsoever when we moved to Putnam County, Florida in 2004. A
couple of years later, when I got around to applying for a permit, they were
applying the same rules for ham towers as for cell towers, believe it or
not.
