Yes, the arbitrary height limit went away with the 2000 LUC. There is still 
a "stealth" height requirement based on having the tower located so if it 
falls, it does so only on your property and does not cross the boundary. 
That, and an "engineered foundation" are the current requirements. 
However, the Planning staff has been known to try to add more anyway - 
but, if challenged they usually back off from what I have heard.
