[NCARC] NCARC elections, special invitation to join and attend NCARC meetings, by-laws change

Greetings from the Northern Colorado Amateur Radio Club!

Here are a couple of news items about our club meetings, officer elections,
and a proposed change to the NCARC bylaws.

First--- the Northern Colorado Amateur Radio club will hold our next club
meeting at the regular time and meeting place:

Golden Corral Restaurant
901 E. Harmony Road
Fort Collins, CO   (near Sam's club)
9 am - 10 am
Saturday December 20th.

People usually start gathering for breakfast at around 8 to 8:30 am.  We
like to invite you to attend this and any/all of our other regular monthly
meetings.  Take a break from any holiday rushing around and stop in for a
while!  At this particular meeting we will be electing new officers. Please
mark your calendars.

On behalf of the NCARC officers, I'd like to encourage your active
involvement in the NCARC!

At our monthly meetings we take care of NCARC regular business and also
provide interesting and informative presentations and discussions.  We
average about 25 members at each meeting.  This last year we had
presentations, discussions, and activities related to the following topics:


ARES Sponsorship
Linking our repeaters to Fort Morgan repeaters for extended coverage
The Hinternet and 802.11 operating for hams
Sponsorship of the "Big Project" (helps getting K-12 students involved and
active in ham radio)
Superfest planning and execution
HAMCON sponsorship and participation
IRLP repeater/internet linking
Presentation on the Colorado Wireless Exchange by CWX President John
Schmidt, NK0R
Club participation in the Cast for Kid's handicapped event, Tour de Cure and
the MS150 bike race
IRLP special presentation by Nate Duehr, WY0X
ARES special presentation by Richard Walters, K0RAW
Re-institution of the quarterly NCARC pizza bash

While the NCARC has significant interest in maintaining and updating our
local repeaters, many of our members are active in most other facets of ham
radio including QRP, ARES, and digital modes to name just a few.  We
strongly encourage and welcome project proposals, discussions, and
presentations on all facets of ham radio.  While we aren't a fantastically
wealthy club, we do have a good budget and welcome project proposals and
activities.

As part of having an active club, we also take care of club business.  An
important activity we will take care of at the next meeting are the election
of officers for 2004.  The only members who have been put into nomination
for positions so far have been the current slate of officers-many of whom
have served for several years.  Most of the officers would graciously like
to encourage others to volunteer for these positions and would readily step
down if others would be interested.   All of the current officers, however,
will be willing to continue to serve in 2004 if elected at the December
meeting.

To help improve participation, at the last meeting it was proposed that we
amend the bylaws to allow members to vote by mail or email.   This motion
was seconded and approved unanimously by the club members in attendance
(about 30 members).   Listed below is the sample ballot.

Unfortunately, as NCARC Secretary I erred in not checking our bylaws until
just after the meeting.  When making by-laws changes we need to give NCARC
members advance notice so that those who are interested can attend and vote
on the proposal at the next meeting.   Although this issue isn't very
controversial and not nearly as interesting as internet linking, 802.11,
antenna construction, etc.......... we do need to honor our "rules of
operation"

To make sure that we are consistent with our by-laws, we will ratify this
new voting proposal at the December meeting.  If we ratify this voting
process change, then any submitted email or regular mail ballots received by
me on Dec. 19th 2003 at midnight from current NCARC members will be included
in the voting count at the December meeting.

Incidentally, the new by-laws proposal is as follows:

"NCARC members can vote for nominated officers and/or write-in candidates by
submitting their vote to the NCARC Secretary in writing or by email.  All
such ballots must be received by the NCARC secretary by midnight prior to
the day of elections."

If you are a current NCARC member--- please consider either attending the
meeting or sending your ballot by email or mail.

Also--- I'd really welcome receiving any suggestions you might have for
future directions and activities for the club.  Please email to this
distribution list or to me privately.
