I'm not a repeater expert (although I play one on TV), but it sounds like 
some kind of desense problem. The receiver should not show any change in limiter 
reading as the transmitter is keyed and unkeyed. If it does, then RF is 
getting into the receiver from the transmitter. Are the cables from the RX and TX to 
the duplexer double-shielded, and are all the connectors good and tight? Has 
the duplexer gotten mistuned somehow?
