Dear Sir:
I strongly urge that Broadband over Power Line (BPL) technology should not
be implemented in its present form. Tests by the ARRL demonstrate that this
technology has devastating interference potential on the HF and low-VHF
frequencies that are used by FCC Licensed Amateur Radio Operators.
Detailed information supporting this interference claim can be found at
http://www.remote.arrl.org/announce/regulatory/et03-104/
Amateur Radio Operators provide critical emergency communications over these
frequencies in times of fires, floods, blackouts, natural disasters,
terrorist disasters and other related emergencies. Amateur Radio Operators
provide this service for free to public emergency organizations such as
local fire departments and police agencies.
