[NCARC] 145.115

Rick and I went up Sunday morning and put a meter on the
145.115 output.  It was running at .5watt.  We looked briefly
at the power amp and saw blown components.  So we pulled
the amp and brought it down the hill.

We left the 145.115 running on the exiter only, at .5watt.

Also, the phone line has a problem which is why we were
hearing "Phone call complete" repeatedly.  The phone patch
is currently down.
