[NCARC] potential RFI source of defective unit?

Folks,
Today I bought a new bike like, a NiteRider. It was supplied with a
"13.2 MicroBrute Charger", to recharge the NiMH battery of the light.
My charger emits RFI that causes hash in a range from approx. 24MHz
to well above 30MHz. at 24MHz the hash is s5 in my RX (Icom 746pro).
In the 10m band the hash causes s9 QRN. The noise is so strong in the
10m band that s5 noise can be heard when the antenna jack of the radio
is connected to a dummy load, and the charger is 20-30 feet away.
The device has no FCC sticker, I don't know if devices like this
require one.
Does anybody out there have one of these chargers? If so please check
your device for similar problems, and let me know what you find out.
