[NCARC] Stepping Down as fest organizer

Folks,

I am stepping down from my fest organizer role. When I took the position
things were different, now I must put family, professional and other
personal interests at the highest priority. That will leave little time
left to plan, organize and implement Superfest.

For the person who does take over, I have records and materials that
will help them pick up where I left off. I will make myself available
(limited) to assist my successor, and I will lend a hand on Superfest
day.
