[na0tc] New TechNet digital options

Hi all,

As you may know, we've been working closely with the folks at the Colorado
Repeater Association (CRA), whose repeaters we use for the weekly TechNet,
to add digital options so that folks who are outside of the repeater
coverage area or who prefer to use digital modes can join the net.

I'm pleased that our tests over the past few weeks have been successful and
we're now in the process of formalizing EchoLink and DMR connectivity every
week going forward.

For the coming week we've got one more test to make sure the DMR
connectivity is solid; we're switching to Brandmeister DMR instead of TGIF
since Brandmeister is much more prevalent and well known.
