Based on this, it looks like only 1 GB of RAM. What did previous RPI have? In my opinion, this is the bottleneck. Once users access the server, Linux will start swapping. Really need to conpare RAM with previous server.

I could move from a SD card to a solid state drive.
However, I figure 99% of the r/w goes to RAM buffers.
I assume only logs and file uploads consume SD writes.
