[MVMA] Did anyone else receive a message like this and who/what is ETO?

Chuck,

I believe this is a regular post from what used to be the "Red Cross"
training program for Winlink.   I believe they have now adopted training by
doing less frequent exercises... now done every quarter or every 8 weeks..
vs weekly/monthly when they first started.   I presume ETO refers to the
group that designs and conducts the Winlink training exercises -- "Exercise
Training Organization" perhaps.... which summarizes (and publishes)
exercise results after each exercise (aka "Feedback").
