[MVMA] Using default SSID on 2.4 GHz Omnis

The current production release of AREDN firmware permits us to return to 
using
a default SSID on our high profile 2.4 GHz Omni nodes and keep them from 
trying
to link with each other on 2.4 GHz.

  With the built-in 'Link Quality Manager' in AREDN v3.22.8.0 the 
maximum distance
for a link can be reduced so that a high profile Omni will not link with 
a distant
high profile node, yet lets local home AREDN stations link.

  This makes it easier for new users and those that might borrow the 
loaner-kit
to link up with high profile node. This requires that the longitude and 
latitude
be set and the LQM enabled on the nodes.

I suggest that, if/when W8XRN-XWARN-Omni is updated to current production,
the LQM Max Distance value is set to 9.9 miles.

... if/when W8BI-DARA-Omni is updated to current production,
the LQM Max Distance value is set to 12.9 miles.

...Clinton County Omni ... 19 miles.
