[MVMA] Redundant/Secondary/Backup rises to primary

Installed just in time...

Moe proposed and the MVMA approved a Xenia to Miami Valley Hospital 
South link many months ago.
This link was originally considered to be a redundant link between 
Greene and Montgomery Counties.
Due to a failure of the Xenia to DARA link, this link is now the primary 
link between these two counties.
