[MVMA] Next climb at W-Xenia_blue-tank_2nd-St

I suggest:

  -- Swap out dead 2.4 Omni for a 5.8 Omni to enable Xenia-Yellow Springs
access.

  -- Install SXT pointing at me

  -- Install SXT pointing at NQH and MVHS

  -- Install SXT pointing at Jim Simpson's

  -- Swap out both surge suppressors at top of tank.

Do the SXTs allow power passthrough to a second node?  If so, I presume
this configuration could be supported on the two existing CAT-5 Lines.  In
any case we should consider cost of pulling two new lines (including cost
of 4 additional surge suppressors), vs cost and risk of using power
switches, vs cost and risk of using SXT power pass-through.

Based on what I think are estimated costs, I would be willing to pay for or
donate:
    - 5.8 Omni
    - 5.8 SXT pointed at me
    - 5.8 SXT pointed at Simpson's
    - Climb by WS
    - Two new surge suppressors used for swap at top (assuming existing
suppressors on 2.4 Omni are toast).

I suggest MVMA pay for:
     - SXT at Simpson's pointing at Blue Tank
     - LHG at MVHS pointing at Blue Tank
