  * Unadvertised phones cannot dial-out or be dialed-in by IP address
    outside of their own LAN.
  * Active/advertised phones can dial other active/advertised phones by
    IP address.
  * Active/registered phones can
      o dial nc8q-raspbx extensions and
      o dial w8bi-pbx extensions, if w8bi-pbx is on-line.
      o any local active/advertised phone with 'dial-by-callsign' and
      o N2MH trunked PBX network phones.
