[MVMA] BARC Mesh Setup

Hi,
I have spoken with Fred and we recalled that BARC already approved this.
Fred also remembered that Steve Siwecki may have donated money for the
project. I am looking into that. I think the original plans were dropped
because KAS was not working and MVHS may not have been fully developed at
that time.
In any event, as soon as Fred gets approval for us to use the water tanks,
we can run some tests.
