[MVMA] Vandalia water tank stalled

The Vandalia water tank repairs/upgrades are stalled until Wynn is 
willing to leave his home.
We may be waiting on a CoViD19 anti-virus/immunization.

  Anyone have any options?
Water tank on Old Springfield and Peters?
Old Emery Air Freight tower?
Wynn's tower on Helke?

  I will revisit profiles on the Smith-Hoke WT, but it may be out of 
range for Ray and Ken.
