[MVMA] Vandalia water tank

I can see a signal and a SSID from VWT-NW, but no connection.
No DtD either.
Apparently, the power goes to NW first, then SW, then the Omni.
I rebooted SW, which reboots the Omni.
Still NW is heard but not connecting by RF nor DtD.
Next I'll try a power cycle which requires access inside the tank.
