[MVMA] Mesh and 2019 Simulated Emergency Test (SET) 5 October 2019

In this context, I believe the thing that kills mesh is the lack of
long-term backup power for many of our nodes.  Even at those locations
where we "should" have backup power ...  (like DARA and XWARN), we have not
rehearsed the procedures needed to activate backup, be the transfer process
manual or automatic.
