[MVMA] update/add devices at Vandalia sites

There soon may be an opportunity to update and add AREDNMESH devices at
the Vandalia water tank and Helke Rd.
I would like to have a *local mesher* champion this opportunity and,
going forward,
manage MVMA devices at the Vandalia water tank and Helke Rd.(*)
Attached are 2 examples of suggested updates.

(*) Chuck does not want to manage devices > 6 miles from my home. ;-)
