[MVMA] iPerfSpeed

Today at the meeting, we discussed measuring performance of links.

The AREDN way to do that is with iPerfSpeed.

I've installed it on the DARA, MVMA, and XWARN nodes, so you can test 
for yourself.

You can install it (and the prerequisite iPerf3) and test from your own 
nodes.

It would also be helpful to others if you install it.
