  I am not see a correlation with 'mesh' and 'EmComm in Xenia'.
As far as I can tell, There is no 'end-user' mesh equipment in Xenia.
Ergo, there can be no  'mesh's ability to support EmComm in Xenia '.

  There is, and has been for years, end user accessible high-profile 
nodes in Xenia.
*Yet, since November 2017 to date, no end users.*

  There has been much equipment installed in a manner that conflicts with
AREDN's guidelines.  I doubt that a valid test of EmComm capability can be
assessed with a hodge-podge mesh network.
