[MVMA] MVMA Meeting, December 2018

I plan to make four motions at the next MVMA Meeting. They will need a 
second, discussion, and a vote.

1. The MVMA will swap positions of the MVHS AGM5 and relected NSM5 so 
the DARA<>MVHS link uses two AGM5s.
    This will not only improve the poor S/N at the MVHS end of the link, 
but it should improve both links.

2. MVMA approve funding for a replacement Negear GS108E VLAN switch at 
MVHS. <$80

3. The MVMA support XWARN with the following:
    a. Agree to operate the KE8MVM AGM5s at DARA and MVHS on Channel 172 
or lower. (proximity)
    b. Assist in the climb at DARA to mount an XWARN-funded Mikrotik 
LHG-XL-HP5 on Channel 182 east of the AGM5.
    c. Provide connectivity at DARA for the XWARN LHG through a MVMA 
lightning arrestor to the MVMA Netgear switch.
    d. Provide mast space and a dedicated ethernet cable for a 
XWARN-funded Mikrotik LHG-XL-HP5 at MVHS.
      -  that leaves dedicated cables for the MVHS<>DARA, MVHS<>W Xenia, 
and MVHS<>NC8Q links

4. MVMA approve funding for a Rocket M2 and AM-15G-120 sector panel for 
West Xenia, plus the charge for climbing, replacing the omni with the 
sector, and rotating the existing NSM5 toward MVHS. $ to be determined 
by climbing and installation fee, which has historically been < $200.
