"EmComm *uses*" Agree. An EmComm application would be, perhaps, 'Shelter 
management' or 'Safe and well'.

Playing the devil's advocate:

Why are there no EmComm sites, no EmComm meshers, no EmComm MOUs?
IMHO, the EmComm folks have no use for an (EmComm) IP network.
If we build it, they will not come.

If our IP network won't work for us, how can it work for 'them'.
