[MVMA] Configuration of GxP1620

I have a GXP1620 flashed to the latest firmware and configured to download
the MVMA phonebook which works fine.  When plugged into my GS108E switch
setup per AREDN configuration guidelines, should it be able to direct dial
another phone on the mesh or do I need to operate a PBX server or something
similar?
