* Until 245 PM EST.

* At 1151 AM EST, the public reported heavy rain in Phoenixville
  that will cause urban and small stream flooding. Up to two inches
  of rain have already fallen.

* Some locations that could experience flooding include...
  Philadelphia, Allentown, Reading, West Chester, Norristown,
  Pottstown, Phoenixville, Lansdale, West Norriton, East Norriton,
  Coatesville, Emmaus, Westtown, Wyomissing, Quakertown, Perkasie,
  Doylestown, Downingtown, Conshohocken and Hatboro.

This includes the following highways...
 Interstate 78 in Pennsylvania between mile markers 48 and 63.
 Interstate 476 in Pennsylvania between mile markers 10 and 19.
 Pennsylvania Turnpike between exits 298 and 343.
 Northeast Extension between exits A20 and A56.
 Interstate 176 in Pennsylvania between mile markers 1 and 11.
 Interstate 76 in Pennsylvania between mile markers 327 and 335.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.
