The National Weather Service in Mount Holly NJ has issued a

* Urban and Small Stream Flood Advisory for...
  Northern Cecil County in northeastern Maryland...
  Chester County in southeastern Pennsylvania...

* Until 1015 PM EDT.

* At 611 PM EDT, Doppler radar indicated heavy rain due to
  thunderstorms in northern Chester County, and in central Cecil
  County. Over one inch has already fallen in a few locations as are
  result of these thunderstorms...and more activity is moving in
  from the northwest. Heavy rain from these thunderstorms will cause
  localized flooding especially on roadways and in poor drainage
  areas.

* Some locations that could experience flooding include...
  West Chester, Elkton, Calvert, Pottstown, Phoenixville,
  Coatesville, Westtown, Downingtown, Kennett Square, Oxford,
  Parkesburg, North East, West Grove, Rising Sun, Honey Brook,
  Elverson, Charlestown, Glen Roy, Blake and West Nottingham.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Advisory means ponding of water in urban or other areas is
occurring or is imminent and is expected to cause primarily minor
flooding.
