* At 1151 AM EST, Doppler radar indicated moderate to heavy rain was
  falling across portions of the advised area. Up to one and one-
  half inches of rain have already fallen and more is on the way
  this afternoon.

* Some locations that could experience flooding include...
  Philadelphia, Trenton, Camden, Wilmington, Newark, Middletown, West
  Chester, Morristown, Elkton, Somerville, Centerville, Calvert,
  Bensalem, Bridgewater, Ewing, Norristown, Pottstown, Dover,
  Phoenixville and Lansdale.

With a layer of frozen ground, the water will have a hard time
seeping into the soil. As a result, ponding on roadways and flooding
of poor drainage areas will become more widespread. Quick responding
creeks will likely reach or exceed bankfull.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.
