* At 534 AM EST, Automated rain gauges indicated river and creek
  rises in response to the heavy rain earlier. Up to two inches of
  rain has already fallen.

* Some locations that could experience flooding include...
  Wilmington, Newark, Middletown, West Chester, Elkton, Calvert,
  Chester, Phoenixville, Pennsville, Coatesville, Westtown, Carneys
  Point, Downingtown, Swarthmore, Elsmere, Kennett Square, New
  Castle, Penns Grove, Salem and Oxford.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.
