* At 357 AM EDT, Doppler radar indicated heavy rain associated with
  a cold front moving from west to east across the area. Rainfall
  rates over one inch per hour have been reported. The heaviest rain
  should move off the coast by 5 AM EDT. The primary threat from
  this heavy rain is street and poor drainage flooding.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.
