The National Weather Service in Mount Holly NJ has issued a

* Urban and Small Stream Flood Advisory for Poor Drainage Areas
  for...
  Northern New Castle County in northern Delaware...
  Northern Cecil County in northeastern Maryland...
  Northwestern Cumberland County in southern New Jersey...
  Salem County in southern New Jersey...
  Southwestern Gloucester County in southern New Jersey...
  Southwestern Chester County in southeastern Pennsylvania...
  Southwestern Delaware County in southeastern Pennsylvania...

* Until 1015 PM EDT.

* At 608 PM EDT, Doppler radar and automated rain gauges indicated
  heavy rain which will cause urban and small stream flooding. Up to
  one inch of rain has already fallen across portions of southern
  New Jersey and northern Delaware. Additionally, the ground is
  already saturated across the advisory area due to heavy rain that
  fell yesterday afternoon and last night.

* Some locations that could experience flooding include...
  Wilmington, Newark, Bridgeton, Elkton, Calvert, Chester, Glassboro,
  Pennsville, Clayton, Carneys Point, Elsmere, Kennett Square, New
  Castle, Penns Grove, Salem, Oxford, Parkesburg, North East,
  Woodstown and Alloway.

Additional rainfall of 0.5 to 1.5 inch is expected with the highest
amounts occurring along and just north of the Mason-Dixon line.
This additional rain will result in additional minor flooding,
especially in areas of poor drainage.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.
