The National Weather Service in Mount Holly NJ has issued a

* Flood Advisory for Rapid Rises for...
  Northeastern Philadelphia County in southeastern Pennsylvania...

* Until 930 PM EST

* At 534 PM EST...Doppler radar indicated heavy rain that will cause
  minor flooding in the advisory area. Up to one inch of rain fell
  earlier today, and with additional moderate to heavy rain
  approaching, it will not take much for rises in nearby rivers and
  streams.

* Some locations that could experience flooding include...
  Philadelphia, Rockledge, Wissinoming, Northeast Philadelphia,
  Center City, Andalusia, Holmesburg, Tacony, Kensington and
  Pennsauken.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around...don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams...urban areas...highways...streets and underpasses
as well as other drainage areas and low lying spots.

Please report flooding to your local law enforcement agency when you
can do so safely.

A Flood Advisory means river or stream flows are elevated...or
ponding of water in urban or other areas is occurring or is imminent.
