* WHAT...Moderate to heavy snow is occurring. Plan on difficult
  travel conditions. Total snow accumulations of 2 to 5 inches and
  ice accumulations of one-tenth to two-tenths inch are expected.

* WHERE...In New Jersey, Sussex county. In Pennsylvania, Carbon
  and Monroe counties.

* WHEN...Heavy snow late this morning will transition to sleet and
  then freezing rain early this afternoon. Freezing rain may
  change over to plain rain at lower elevations later in the
  afternoon while freezing rain continues at higher elevations
  across the northern portions of each county. A brief changeover
  back to snow is possible before ending from west to east this
  evening between 7 and 9 PM.

* ADDITIONAL DETAILS...Plan on very difficult travel conditions
  this afternoon and into this evening. Be prepared for
  significantly reduced visibility in snow.
