some overland and urban flooding is expected to occur. Given
antecedent wet conditions across the watch area, sensitive
streams and creeks will also be susceptible to flooding. Some
river flooding is also possible should heavier rainfall occur
in the associated basins, with the Passaic and Millstone Rivers
  most at risk.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
Flood Warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
